The AERC held its meeting electronically and reviewed 1 application and decided to send 4 letters to homeowners as maintenance reminders. In addition, the committee discussed changes to the Guidelines. We recommend 5 changes be made.

Common Area
Has MTM added this to our lawn contract? The grass area between Villisca and Monona Terrace has some trees that use to be in a garden of mulch. The edging has disappeared and weeds have grown up in the area under the trees. It certainly would look nice it the area was edged and mulched again.
The AERC recommends 5 changes to the Guidelines. Our experience has shown that clear and reasonable guidelines can be easily followed.
Repair of chimneys: community is 25+ years old and we will soon encounter repairs
Driveway repair: this change keeps the design concept as the standard
Solar panels: we have none and they are expensive but we may encounter this. There is a MD State Law that says an HOA may not issue “unreasonable restrictions”. We don’t believe our proposed guideline is unreasonable
Ramps: we are trying to avoid the unsightly and the homemade. With a little planning and for about the same cost, natural ramps can be made. Montgomery County has some good guidelines for special accommodations.
Fencing and pipestems: this simply adds back the diagram that was left out of the last revision.
The AERC would like to provide a copy of these changes to all homeowners and invite their comments. Our goal would be to finalize the changes in Sept and publish a revision in October.

AERC Guidelines – Proposed Changes

3. Repair, modifications or additions to chimneys or chimney caps
Replacement brick and mortar shall be as close to same color as possible
Repairs shall maintain the original design as installed by the builder
Modifications shall be as close to the original design as possible
7. Additions to or alterations of driveways, walkways, stoops, or slabs
Driveway material shall be the same material as originally installed by the builder.
Driveway repairs shall be made with black asphalt or black repair kits.
15. Solar panels
S
olar panels are allowed only on the roof.
Solar panels and associated equipment must be color-coordinated with the roof to prevent a conspicuous condition.
Panels mounted to the front side of roofs must be flush with the roof. Panels mounted to the rear side of roofs may be flush or elevated. If elevated, they will not extend above the roof peak so far that they are visible from the yards of facing houses across the streets. No other mounting locations are acceptable.
25. Ramps for the elderly or disabled
No step access (County standard) provides an accessible route from a vehicular drop off to the entrance door with a slope no greater than a 1:20 inclination.
Natural ramps using terrain and landscaping are preferred.
